::  A concept of Voting, in a simplest way.  ::  eVoting can be an AUTOMATIC process with AADHAAR.  ::


-> Accuracy in Voting; i.e., No duplicate/fake/invalid Votes. 

-> AADHAAR-holders need not register for Voter ID separately.

-> No EPIC (Elector Photo Identity Card) required.  AADHAAR is sufficient. 

-> Each and every AADHAAR-holder can Vote forever, once they get eligibility.  

- Government need not spend much Time and Money, for Voter Registration and Verification.  AADHAAR is already having a defined process for this. 

- People also need not do (Re)Registration(s) and Verifications, for Voting.  

-> Government money will be saved.    

-> Government can easily inform to AADHAAR-holders about Voting Process in different ways (Mobile/eMail). 

   Voting Process:

- Before Vote: Voting Time; Nearest Polling Station info.

- After Completion of Vote.

-> Challenges: 

- AADHAAR details are highly confidential; and Government is using AADHAAR for only defined purpose.   

- Election Process is an essential procedure for the Country.  The entire process is executed by 'Election Commission of India/BHARAT'.  So, Government may need to do changes (Amendments/Updates) in AADHAAR ACT, for providing some features to 'Election Commission of India/BHARAT', for the purpose of Pre-Voting Analysis about Voters, Voting instructions, etc.  

- Pre-Voting Analysis about Voters: 

-- No. of Voters in a Constitution; i.e., Men, Women, PwD, Senior Citizen, etc. 

-- Making arrangements and Providing facilities for Voters, based on Analysis.  

Ex: Water, Toilet, PwD facilities, Parking, etc.  

- Extracting Constitution details of People, from their AADHAAR address.  

People may mention Address in AADHAAR, based on convenient to identify Address.  Due to this, they may be related to one Constitution based on Address, and may be related to other Constitution based on Location.  Generally, these kind of issues happen to People, who lives in Remote areas and Border of two Constitution areas. 

These issues can be resolved with Digital Door Number.  

- For a successful Voting Process, make sure that the AADHAAR details (Address, Mobile, eMail) are up to date, for all.  Address is for Constitution details; and Mobile/eMail/Address is for Communication.  Primary Communication is Mobile/eMail.  If any Person is not having Mobile/eMail, then Address is for Communication.    

Once they update their latest Address at AADHAAR, then they can Vote from their present Constitution.

Benefits: People are related to only one Constitution all the time.

- Requirements of Amendments/Updates in AADHAAR ACT and Voting instructions.

For example; If a Voting instruction says: If any Person stays in any Constitution for more than 6 months, then that Person can Vote from that Constitution.  

There will be no issues with this instruction.  People will not change the Address in AADHAAR for temporary migration.  And also, AADHAAR is already having a defined process for Address verification and updation.  

'Election Commission of India/BHARAT' may need to make an amendment, for clear processing.  Amendment: If People update their latest Address at AADHAAR, then they can Vote from their present Constitution.

eVoting Process Automation: AADHAAR-holder can vote from any nearest Polling Station in the Country.  


-> eVoting get unlocked on successful completion of eAADHAAR Authentication process, for a Person.    

-> Based on AADHAAR info of Person, eVoting verifies the eligibility for Voting.  

-> If Person is not eligible for Voting, eVoting displays the info.  

-> For eligible Voter, based on Constitution details, eVoting displays the required Ballot details on a touch-screen for Voting.  

For Visual-impaired Person:  

- eVoting enables Audio.  Person can listen instructions and then Vote.  Head-phones can be provided for them, during Voting.

- Braille sheet can be attached on the touch-screen with (the specific Constitution) Ballot details, for easy Voting.  

-> After Person is Voted, eVoting confirms the Vote; and get locked. 

-> Benefits: 

- Voter can vote from any nearest Polling Station in the Country. 

-- If Voter is not available at Constitution during Elections.

-- If Voter doesn't know the Polling Station details.  

- Voter need not travel much for Voting.

- Government Staff (Army, Police, Polling Station, Election, etc.) can Vote from their location.  Polling Station Staff can be the first Voters in their respective Polling Station.  Postal Ballot may not be required.

- If Voting is conducted in BHARAT at different times; Voter is moved from 'Voting is Completed Constitution' to other 'Voting is not completed Constitution', and updated Address at AADHAAR during this span of time; eVoting will not allow for duplicate Voting for that ELECTION.  

- A facility may be required for the Voters whoever not available in BHARAT during Elections.

-> Precautions:

- If Voting is conducted throughout BHARAT at same time, any nearest Polling Station process works well.

- If Voting is conducted in BHARAT at different times, the Authorized Center(s) may be required at each Ward/Constitution.  This is applicable in case of eReVoting also. 

eReVoting Challenges: While conducting eReVoting in any one Constitution, specific Authorized Centers throughout BHARAT need to be made available, to facilitate the (migrated) People whoever eligible for eReVoting.  

- Privacy: Confidential:  While conducting ELECTIONs, eVoting can have the Voting history of People, but should not have the details.... to whom those People have voted.  

Based on these (Voted Vs Not Voted) reports, (Social Science) Research Department can research further to improve Voting (facilities).
